Name: Land diagnostic package

Vision:

Have an extensible, portable, land diagnostic package that is easily
adaptable to new variables (e.g. BGC variables).

Goals:

1) Slice out csh capability and make them modular so that for folks 
running on other mass store systems can use the package.
2) Develop a modular master variable mechanism 
3) Redo each set to take advantage of 2) above

Motivation:

The current land diagnosic package is hardwired in such a way that adding
any new variable such as the CN or BGC variables is impossible. Since
the land modelling effort is expected to grow, the package must be 
extensible. It currently only runs on NCAR systems. It need to be made
portable.
